
Most of world politics is about choice, as the metaphor for this book illustrates. Look at the background. However, within that choice problem is also the problem of collective versus individual choices. The menu for choice is constrained not only because of the variety of constraints and opportunities that must be evaluated, but also because collective goods such as peace are difficult to produce. Coercion, compellance, and deterrence represent one set of strategies. Yet, law, norms, and regimes propose another. This chapters looks at the latter set by way of examining international law and international organizations, such as the United Nations.
